Why institutional developers are turning to industrialized building.

The labour shortage

Construction across Europe and the wider Atlantic region faces a structural labour bottleneck: not enough skilled tradespeople to build the volume of housing that is needed. Bricklaying was the fastest-rising shortage occupation in the EU labour-shortage rankings, and construction-craft roles now account for close to half of all officially recognised shortage occupations across the EU27.

Independent analysis by McKinsey found that modular and industrialized construction can cut project schedules by 20 to 50 percent and construction costs by up to 20 percent when implemented at scale, while the European modular construction market is projected to grow from roughly EUR 31 billion in 2025 to over EUR 40 billion by 2030. The Zenith3E package answers this directly: an assembly speed of 4.5 minutes per m² of wall, with a crew your own contractor can train in days, not years.

Fire safety as a procurement criterion

Fire safety has become a defining procurement criterion, not a secondary specification. The Grenfell Tower fire (London, 2017) and the Campanar tower fire in Valencia (February 2024, 10 fatalities) were both driven by the rapid vertical spread of flames through combustible facade materials, triggering stricter non-combustibility requirements across Europe.

The System3E structure inside every Zenith3E package is tested to REI 240 fire resistance and Euroclass A, the highest fire rating, well above these tightening baselines.

Energy and carbon

Under the EU’s revised Energy Performance of Buildings Directive (2024), all new buildings must be zero-emission by 2030 (2028 for public buildings), and member states must renovate their worst-performing housing stock over the coming decade. Spain codifies this in the Código Técnico de la Edificación (CTE), which requires new housing to meet nearly-zero-energy (NZEB) performance from day one. In the Netherlands and the Caribbean Netherlands (Bonaire, Sint Eustatius and Saba), new housing must meet the Woningwet, and nitrogen deposition assessed under the AERIUS framework has become a genuine bottleneck for permitting new residential volume.

The single-layer wall in the Zenith3E package achieves U = 0.198 W/m²K without additional insulation, a low-complexity route to these thresholds with no separate insulation trade. Its dry-stacked assembly, with no cement mixing, water use or curing time, keeps on-site emissions to a minimum. For buyers with CSRD and EU Taxonomy reporting obligations, embodied carbon is increasingly scrutinized: construction is responsible for roughly a third of Europe’s greenhouse gas emissions, and whole-life carbon disclosure is heading toward mandatory status under the EPBD by 2027. The System3E blocks cut emissions by up to two thirds versus traditional construction and are fully recyclable.

Where capital and climate point the same way

In Portugal, the national Recovery and Resilience Plan (PRR) channels EU recovery funds into energy-efficient and affordable housing, and the reformed Golden Visa programme, which since 2023 only qualifies through investment funds rather than direct property purchase, has pushed foreign capital toward structured, fund-backed residential development. A fully engineered, certified building package is a more natural fit for that kind of institutional investment than a conventional, undocumented build.

In tropical and Caribbean contexts, the same properties translate into different but equally concrete advantages: global cooling demand is projected to triple by 2050, with the fastest growth in warm, humid regions, and proper insulation can cut a building’s cooling load by up to 80 percent. Perlite’s inorganic composition means it provides no food source for mould or termites, two of the most persistent durability concerns in humid climates, independent of any wind or hurricane performance claim.

For which housing projects is the Zenith3E package suitable?

The system suits both ground-level houses and apartments, in the Netherlands, Belgium, the Caribbean (Bonaire, Curaçao, Aruba), Spain, Portugal, Brazil and the rest of Latin America. For private individuals building their own home there is a separate self-build route.

How fast can you build with System3E perlite blocks?

Assembling a System3E perlite wall takes an average of 4.5 minutes per m² of wall, which works out at roughly 100 m² of wall per day. The blocks are dry-stacked without cement, mortar or water, so there are no curing times and no weather delays. That makes delivery predictable, even across hundreds of homes at once.

Can I build my own home with System3E as a self-builder?

Yes. The blocks are dry-stacked without cement, mortar or curing time, and assembly requires far less specialised skill than traditional masonry (on average 4.5 minutes per m² of wall). The system is energy-efficient, with a 35 cm single-leaf wall and no additional insulation, and is tested to fire class REI 240 (source: system3e.com). Zenith3E supplies the drawings, technical documentation and training, including for self-builders with a small crew. Foundations, electrics and utility connections must be carried out by qualified professionals in line with local regulations.

Does Zenith3E also work with architects, contractors and private individuals?

Yes. Most projects run through housing associations, developers and public bodies building at scale, but Zenith3E also works with architects who want to specify the mineral building system, with contractors who want to build with it, and with private individuals building their own home. Zenith3E supplies the drawings, engineering, materials and training; the contractor or self-builder carries out the work.

Who is Zenith3E and how is security of supply guaranteed?

What is the delivery time of the package?

Lead time depends on the size of the programme and on the engineering phase, so we do not quote a standard figure. After the intake you receive a concrete schedule for engineering, production and delivery from the factory in Radomsko, by road or by sea, so you can lock the delivery date into your construction planning.
